They believe this is due to sloppy coding, but that is not confirmed in any way. The recent update also changed response curves, so the linear and dynamic settings will now feel differently than they did before. Response curves change the way the controller's inputs affect the results on screen, and many players had to experiment to find which response curve felt best for them.
Changing these will clearly make aiming feel off for many, and those players may have to find a different response curve. What this comes down to is that the muscle memory that players have spent time building is now out of wack, and people will start experiencing lower accuracy until they can retrain their brain to fit the new latency and response curves.
